As BP readied its latest fallback plan to stop oil gushing from one of its wells in the Gulf of Mexico, the Obama administration and the company warned that the crude could continue flowing until August, compounding threats to coastal wetlands, fisheries and beaches.

White House energy and climate adviser Carol M. Browner said Sunday that the oil spill was “probably the biggest environmental disaster we’ve ever faced in this country” and that “we are prepared for the worst.” On the CBS show “Face the Nation,” she said that the “American people need to know that it is possible we will have oil leaking from this well until August when the relief wells will be finished.”

Those two wells, which BP began drilling early this month, are expected to intersect the damaged one and seal it near the reservoir far below the seafloor. The first has reached 7,000 feet below the seafloor, and the second has reached 3,500 feet below the floor, but progress gets slower the deeper the wells go. With the arrival of hurricane season Tuesday, the drilling could be slowed if the rigs need to be evacuated during storms.

The grim assessment came in the wake of the failure last week of BP’s “top kill” effort to stop the flow of oil from the damaged well by shooting heavy drilling mud into the hole. BP managing director Bob Dudley, who also made the rounds of Sunday-morning shows, said on ABC’s “This Week” that “the next step is to make sure that we minimize the oil and pollution going into the gulf.” He added: “The main thing now is to contain it.”

BP plans to saw off a bent and broken pipe attached to the five-story tall blowout preventer that sits over the well. The company will then lower a new apparatus that would funnel oil and gas to vessels on the sea surface. But until the new apparatus is in place, cutting the riser pipe will temporarily increase the flow of oil into the sea by 10 to 20 percent, because the procedure will remove a section of pipe where a kink is limiting the flow, Browner said.

Fourth Fallback Plan So Far

Dudley expressed optimism about the latest fallback plan — the fourth so far — saying on CBS, “With this, we think we can contain the majority of the oil and gas.” BP and the Obama administration were also trying to contain the rising tide of public frustration as the oil spill comes to the end of its messy sixth week.

Drilling experts said they feared that BP’s effort last week to stop the flow of oil and gas with heavy drilling mud might have done further damage to the well and the blowout preventer, possibly complicating the next effort to capture the oil and gas and bring them to surface vessels.

Some drilling experts said that the “top kill” effort failed over the weekend because the force of the oil and gas pushing up from the reservoir 13,000 feet below the seafloor was so great that it had shoved most of the drilling mud through the blowout preventer and into the sea. Tadeusz W. Patzek, chairman of petroleum and geosystems engineering at the University of Texas at Austin, said it was the “equivalent of six or seven fire hoses blasting oil and gas up, while two fire hoses were used to blast the drilling mud down. They never stood much of a chance.”

Sources at two companies involved with the well said that BP also discovered new damage inside the well below the seafloor and that, as a result, some of the drilling mud that was successfully forced into the well was going off to the side into rock formations. “We discovered things that were broken in the sub-surface,” said a BP official who spoke on the condition of anonymity. He said that mud was making it “out to the side, into the formation.” The official said he could not describe what was damaged in the well.

Documents released Sunday by the House Committee on Energy and Commerce point to problems BP was having drilling the Macondo well, although some of them date to 2009 when BP was using a different rig with different equipment. Some documents describe previously reported trouble BP was having controlling the well. The company later drilled a new well section, costing it more than $20 million.

The longer oil seeps out of the ground, the more politics are seeping into the public debate as people question why the oil industry and the government were so ill-prepared. In an echo of the counting of days during the politically debilitating Iranian hostage crisis during President Jimmy Carter’s administration, Jake Tapper on ABC introduced his program as “Day 41 of the Gulf oil spill.”

Sen. David Vitter (R-La.) said BP “made enormous mistakes and probably cut corners.” Appearing on CNN’s “State of the Union,” Vitter also said the federal government has failed in its response to the crisis, “particularly with the effort to protect our coast and our marsh.”

Last week, Minnesota Gov. Tim Pawlenty (R) questioned the administration’s reliance on BP’s estimates of the volume of oil, which has been flowing into the Gulf since a blowout set fire to the Deepwater Horizon drilling rig, which sank, killing 11 people.

Browner conceded on CBS that “BP has a financial interest in these numbers” on the volume of the leak. “They will pay penalties at the end of the day, a per-barrel, per-day penalty,” she said. But she said the latest, increased estimates of oil flowing from the well were produced by an independent government review panel. “At the end of the day, the government tells BP what to do, and at the end of the day, we will hold BP accountable for all of this,” she said.

She also sought to portray the administration as in charge and engaged. She said an administration “brain trust” led by Energy Secretary Steven Chu urged BP to stop adding pressure to the well through the top-kill maneuver because “things could happen that would make the situation worse.” But she stopped short on CBS of saying that Chu ordered an end to the top-kill maneuver.

Pressed to give an example of administration influence, Browner cited the drilling of two relief wells instead of one. A BP official said that it was “not unusual” to drill a second relief well and that it “very likely” would have been done anyway. But Browner said that “BP said we’re going to drill one relief well. These are expensive wells for them to drill. We said that’s not good enough. You’re going to drill a second one.” BP has said it would take responsibility for damage from the spill, but BP chief executive Tony Hayward on Sunday disputed claims by scientists that large undersea plumes have been set adrift by the Gulf oil spill.

The Associated Press reported that during a tour of a company staging area for cleanup workers, Hayward said BP’s samples showed “no evidence” that oil was suspended in large masses beneath the surface. “The oil is on the surface,” Hayward said. “Oil has a specific gravity that’s about half that of water. It wants to get to the surface because of the difference in specific gravity.”

Scientists from several universities have reported plumes of what appears to be oil suspended in clouds stretching for miles and reaching hundreds of feet beneath the Gulf’s surface.

NASA Insinuates CO2 For “Collapse” Of Earth’s Upper Atmosphere

NASA funded researchers are monitoring a big event in our planet’s atmosphere. High above Earth’s surface where the atmosphere meets space, a rarefied layer of gas called “the thermosphere” recently collapsed and now is rebounding again. “This is the biggest contraction of the thermosphere in at least 43 years,” says John Emmert of the Naval Research Lab, lead author of a paper announcing the finding in the June 19th issue of the Geophysical Research Letters (GRL). “It’s a Space Age record.”

The collapse happened during the deep solar minimum of 2008-2009—a fact which comes as little surprise to researchers. The thermosphere always cools and contracts when solar activity is low. In this case, however, the magnitude of the collapse was two to three times greater than low solar activity could explain. “Something is going on that we do not understand,” says Emmert.

The thermosphere ranges in altitude from 90 km to 600+ km. It is a realm of meteors, auroras and satellites, which skim through the thermosphere as they circle Earth. It is also where solar radiation makes first contact with our planet. The thermosphere intercepts extreme ultraviolet (EUV) photons from the sun before they can reach the ground. When solar activity is high, solar EUV warms the thermosphere, causing it to puff up like a marshmallow held over a camp fire. (This heating can raise temperatures as high as 1400 K—hence the name thermosphere.) When solar activity is low, the opposite happens.

Lately, solar activity has been very low. In 2008 and 2009, the sun plunged into a century-class solar minimum. Sunspots were scarce, solar flares almost non-existent, and solar EUV radiation was at a low ebb. Researchers immediately turned their attention to the thermosphere to see what would happen.

How do you know what’s happening all the way up in the thermosphere? Emmert uses a clever technique: Because satellites feel aerodynamic drag when they move through the thermosphere, it is possible to monitor conditions there by watching satellites decay. He analyzed the decay rates of more than 5000 satellites ranging in altitude between 200 and 600 km and ranging in time between 1967 and 2010. This provided a unique space-time sampling of thermospheric density, temperature, and pressure covering almost the entire Space Age. In this way he discovered that the thermospheric collapse of 2008-2009 was not only bigger than any previous collapse, but also bigger than the sun alone could explain. One possible explanation is carbon dioxide (CO2). [Here we go! The dreaded CO2 hoax – SJH]

When carbon dioxide gets into the thermosphere, it acts as a coolant, shedding heat via infrared radiation. It is widely-known that CO2 levels have been increasing in Earth’s atmosphere. Extra CO2 in the thermosphere could have magnified the cooling action of solar minimum.

“But the numbers don’t quite add up,” says Emmert. “Even when we take CO2 into account using our best understanding of how it operates as a coolant, we cannot fully explain the thermosphere’s collapse.” According to Emmert and colleagues, low solar EUV accounts for about 30% of the collapse. Extra CO2 accounts for at least another 10%. That leaves as much as 60% unaccounted for.

In their GRL paper, the authors acknowledge that the situation is complicated. There’s more to it than just solar EUV and terrestrial CO2. For instance, trends in global climate could alter the composition of the thermosphere, changing its thermal properties and the way it responds to external stimuli. The overall sensitivity of the thermosphere to solar radiation could actually be increasing. “The density anomalies,” they wrote, “may signify that an as-yet-unidentified climatological tipping point involving energy balance and chemistry feedbacks has been reached.” Or not.

Important clues may be found in the way the thermosphere rebounds. Solar minimum is now coming to an end, EUV radiation is on the rise, and the thermosphere is puffing up again. Exactly how the recovery proceeds could unravel the contributions of solar vs. terrestrial sources. “We will continue to monitor the situation,” says Emmert.

Over 1,200 Russians Drown Trying To Escape A Record Heat Wave

Moscow, Russia (CNN) — More than 1,000 Russians have drowned recently as they attempted to find relief from a stifling heat wave — many of them after drinking alcohol, officials said.

Vadim Seryogin, a department head at Russia’s Emergencies Ministry, told reporters Wednesday that 49 people, including two children, had drowned in the last day. More than 1,200 total have drowned, 223 of them between July 5 and July 12. “The majority of those drowned were drunk,” Seryogin said. “The children died because adults simply did not look after them.”

A heat wave settled over Russia in mid-June, according to the state-run RIA-Novosti news agency. The region has experienced record-breaking heat, with temperatures of up to 40 degrees Celsius (104 degrees Fahrenheit). The heat has caused an emergency situation in Russia, according to a column on RIA-Novosti.

Officials have urged citizens to take a siesta in the afternoon to avoid the hottest part of the day. Cases of heat stroke and sunburn have increased in children, and adults with heart problems and diabetes are suffering complications.

Asphalt softened in the heat has been blamed for traffic accidents. A state of emergency has been declared in 14 regions, and some areas are facing water shortages as wells dry up.

The heat has exacerbated a smog problem as well, the RIA-Novosti column said, adding Russia has not experienced such heat in 130 years. Winter and spring crops are withering under the heat, the column said.

BP Claims No Oil Is Spewing Into Gulf Of Mexico From Busted Well

NEW ORLEANS – A tightly fitted cap was successfully keeping oil from gushing into the Gulf of Mexico for the first time in three months, BP said Thursday. The victory — long awaited by weary residents along the coast — is the most significant milestone yet in BP’s effort to control one of the worst environmental disasters in U.S. history.

The news elicited joy mixed with skepticism from wary Gulf Coast residents following months of false starts, setbacks and failed attempts.

Alabama Gov. Bob Riley’s face lit up when he heard the oil flow had stopped. “That’s great. I think a lot of prayers were answered today,” said Riley.

The stoppage came 85 days, 16 hours and 25 minutes after the first report April 20 of an explosion on the BP-leased Deepwater Horizon oil rig that killed 11 workers and triggered the spill. “Finally!” said Renee Brown, a 35-year-old middle school guidance counselor visiting Pensacola Beach, Fla., from London, Ky.”Honestly, I’m surprised that they haven’t been able to do something sooner, though.”

Kent Wells, a BP PLC vice president, said at a news briefing that oil stopped flowing into the water at 2:25 p.m. CDT after engineers gradually dialed down the amount of crude escaping through the last of three valves in the 75-ton cap. “I am very pleased that there’s no oil going into the Gulf of Mexico. In fact, I’m really excited there’s no oil going into the Gulf of Mexico,” Wells said.

Now begins a waiting period to see if the cap can hold the oil without blowing a new leak in the well. Engineers will monitor pressure readings incrementally for up to 48 hours before reopening the cap while they decide what to do. “For the people living on the Gulf, I’m certainly not going to guess their emotions,” Wells said. “I hope they’re encouraged there’s no oil going into the Gulf of Mexico. But we have to be careful. Depending on what the test shows us, we may need to open this well back up.”

Though not a permanent fix, the solution has been the only one that has worked to stem the flow of oil since April. BP is drilling two relief wells so it can pump mud and cement into the leaking well in hopes of plugging it for good by mid-August.

BP has struggled to contain the spill and had so far been successful only in reducing the flow, not stopping it. The company removed an old, leaky cap and installed the new one Monday. Between 93.5 million and 184.3 million gallons have already spilled into the Gulf, according to federal estimates.

For some, it was hard to believe the flow had really stopped. “Completely?” asked Michelle Blanchard, the wife of a shrimper in Chauvin, La., when she heard about the oil stopping from an AP reporter. “Come on,” she said in disbelief. “It’s a good thing it stopped. I’m excited,” she said.

Steve Shepard, Gulf Coast chair of the Mississippi Chapter of the Sierra Club, said he’s still skeptical about the news. “I think it’s a little premature to say it’s definitely over. They’ve gotten our hopes up so many times before that in my mind I don’t think it’s going to be over until Christmas.”

Nine year old Lena Durden threw up her hands in jubilation when her mother told her the oil was stopped. “God, that’s wonderful,” said Yvonne Durden, a Mobile-area native who now lives in Seattle and brought her daughter to the coast for a visit. “We came here so she could swim in the water and see it in case it’s not here next time.”

Chris Roberts, a councilman from coastal Jefferson Parish welcomed the news. “Everyone has waited on edge for this day to come,” said Roberts, whose district includes the devastated tourist town of Grand Isle. “There is a lot of oil remaining. Our focus will be to clean up the impacted areas and make the many impacted industries whole as quickly as possible.”

Retired Coast Guard Admiral Thad Allen, the Obama administration’s point man on the disaster, said at a briefing it’s not clear yet whether the cap, which was mounted on the well Monday, will ultimately be used to shut in the oil or to channel it through pipes to collection ships overhead.

Randall Luthi, president of the Washington, D.C. based National Ocean Industries Association, a national trade group representing the offshore petroleum industry, said it gives everyone a chance to focus on how to clean up the spill. “This is by far the best news we’ve heard in 86 days. You can bet that industry officials and their families are taking a big sigh here. We hope this is a reliable fix to the immediate flow of oil until the relief wells are completed.”

Transcripts Reveal Senators Knew Gulf Of Tonkin Was A False Flag

Over 1,100 pages of previously classified Vietnam-era transcripts released this week by the Senate Foreign Relations Committee highlight the fact that several Senators knew that the White House and the Pentagon had deceived the American people over the 1964 Gulf of Tonkin incident.

The latest releases, which document skepticism over the pretext for entry into the Vietnam War, date from 1968.

Four years into the war, Senators were at loggerheads with Lyndon B. Johnson. At the time Foreign Relations Committee meetings were held behind closed doors.

It would take over thirty years for the truth to emerge that the August 4, 1964 Gulf of Tonkin incident, where US warships were apparently attacked by North Vietnamese PT boats – an incident that kicked off US involvement in the Vietnam war – was a staged event that never actually took place. However, the records now show that at the time US Senators knew this was the case.

In a March 1968 closed session of the Foreign Relations Committee, Senator Albert Gore Sr. of Tennessee, the father of former vice president Al Gore, noted: “If this country has been misled, if this committee, this Congress, has been misled by pretext into a war in which thousands of young men have died, and many more thousands have been crippled for life, and out of which their country has lost prestige, moral position in the world, the consequences are very great…”

Senator Frank Church, Democrat of Idaho, said in an executive session in February 1968: “In a democracy you cannot expect the people, whose sons are being killed and who will be killed, to exercise their judgment if the truth is concealed from them…”

Other Senators were keen to withhold the truth about the Gulf of Tonkin in order not to inflame public opinion on the war: Senator Mike Mansfield, Democrat of Montana, stated, “You will give people who are not interested in facts a chance to exploit them and to magnify them out of all proportion.” Mansfield was referring to the proposed release of a committee staff investigation that raised doubts over whether the Tonkin incident ever took place.

The committee decided in the end to effectively conceal the truth, with Senator Church noting that if the committee came up with proof that an attack never occurred, “we have a case that will discredit the military in the United States, and discredit and quite possibly destroy the president.” He also noted that if the Senators were to follow up on their skepticism over the Gulf of Tonkin, “The big forces in this country that have most of the influence and run most of the newspapers and are oriented toward the presidency will lose no opportunity to thoroughly discredit this committee.”

The LBJ Presidential tapes, declassified and released in 2001, prove that LBJ knew the Tonkin incident never happened. After dressing down his Defence Secretary Robert McNamara for misleading him, Johnson then discussed how to politically spin the non-event and escalate it as justification for air strikes. “You just came in a few weeks ago and said they’re launching an attack on us – they’re firing at us,” Johnson tells McNamara in one conversation, “and we got through with the firing and concluded maybe they hadn’t fired at all.”

The NSA also deliberately faked intelligence data to make it appear as if two US ships had been lost in the “attack”. Johnson used the 1964 false flag event to expand dramatically the scale of the Vietnam War by ushering in the Gulf of Tonkin Resolution, as well as to rope in much needed domestic support with the Congress and public.

Perhaps if the Foreign Relations Committee hadn’t been so afraid of “the big forces” controlling America, a large percentage of the almost 60,000 American soldiers and 2 million Vietnamese people wouldn’t have lost their lives. Sadly, modern day elected representatives have failed the American people in exactly the same way over the wars in Afghanistan and Iraq.

America Plunging Into Bankruptcy While DC Plays Politics As Usual

More deficit uproar is coming out this week to reveal the quickening pace of the planned implosion of the U.S. economy while politicians wear out the same old arguments. The AP reported Tuesday that the Federal budget gap topped $1 trillion through June with the sub-headline amid GOP resistance to more government spending, which went on to state:

The federal deficit has topped $1 trillion with three months still to go in the budget year, showing the lasting impact of the recession on the government’s finances.

In its monthly budget report, the Treasury Department said Tuesday that through the first nine months of this budget year, the deficit totals $1 trillion. That’s down 7.6 percent from the $1.09 trillion deficit run up during the same period a year ago.

Worries about the size of the deficit have created political problems for the Obama administration. Congressional Republicans and moderate Democrats have blocked more spending on job creation and other efforts. Republicans also have held up legislation to extend unemployment benefits for the long-term jobless because of its effect on the deficit.

This story comes on the heels of the IMF pressuring the U.S. to reduce debt and China’s top credit rating firm downgraded the United States and other western countries. The deficit panic mode is ramping up the rerun political show as fiscal conservatives echo the age-old mantra “cut taxes and spending” while the progressives pretend to be for the little guy and demand more public spending.  However, every economist (and central banker) worth their salt knows that when the money supply contracts the economy goes into a depression, while expanding the money supply to the consumer class stimulates economic growth.

Incidentally, cutting taxes for the consumer and small business class will add money supply to the real economy, as will targeted spending programs on the least among us who must use those funds to consume. Both political parties are selling partial truths to the public based on their ingrained manufactured principles. Sadly, the Federal Reserve, the U.S. Treasury, and Cartel of private banks designed the system so that the money must funnel through them first, and thus they will decide how and when to inject it into the economy. To America’s demise, they’ve done nothing with this money but hoard, consolidate, and front-run for their own gain. Today, JP Morgan reported a 76% increase in profits for their second record-breaking quarter in a row while the real economy sputters to destruction.  In other words, the banksters are looting and raping while the poorest and neediest Americans continue to suffer.  Dylan Ratigan clearly and angrily explains the situation to Congressman Brady in video at the link below:

The AP article, using the boilerplate mainstream answer, vaguely explains where all the money went:

The deficits have been driven higher by the lingering effects of the worst recession since the 1930s. About one-third of the higher deficits in this period are a result of a drop in government tax revenues.

The other two-thirds of the deficit increases reflect higher government spending to stabilize the financial system with the $700 billion bailout program and the $787 billion stimulus program that Congress passed in February 2009. The increased spending also reflected added demands for such programs as unemployment benefits and food stamps.

Through all this you may be asking yourself, since when did any politician really care about the deficit?  Sure, some of them talk tough, but when it comes down to brass tacks, they all spend like it’s copper.  Congress seems to always find the money for the criminal financial system, the unending unjustified wars, billions in foreign aid to unsavory allies, billions more in subsidies to foolishly profitable oil companies or GMO giants, and of course plenty of funds to further track, trace, and database the “Perfect Citizens.”  These programs, by design, don’t seem to leave much left for programs that actually benefit the taxpayer directly.  In fact, it seems like our government chooses to fund programs that do nothing but harm and imprison the average taxpayers who fund them.

The depression-by-design is moving forward and the looting is continuing as planned.  The one wild card is whether or not the controllers will keep giving the peasants enough crumbs so they don’t revolt, or if they indeed want and expect a revolt.

I’m reminded of Grover Norquist’s famous quote outlining the demolition by design, “Our goal is to shrink government to the size where we can drown it in a bathtub.”   Well, the Neo-con architects obviously grew government by leaps and bounds, in addition to the explosion of the use of private government contractors, which has only been expanded under Obama.  Perhaps what Norquist really meant was they wanted to “reduce and weaken America” so that this small group can kill her completely.

Legal Brief Filed By 9 US States Supports Arizona Immigration Law

DETROIT – States have the authority to enforce immigration laws and protect their borders, Michigan Attorney General Mike Cox said Wednesday in a legal brief on behalf of nine states supporting Arizona’s immigration law.

Cox, one of five Republicans running for Michigan governor, said Michigan is the lead state backing Arizona in federal court and is joined by Alabama, Florida, Nebraska, Pennsylvania, South Carolina, South Dakota, Texas and Virginia, as well as the Northern Mariana Islands.

The Arizona law, set to take effect July 29 [2010], directs officers to question people about their immigration status during the enforcement of other laws such as traffic stops and if there’s a reasonable suspicion they’re in the U.S. illegally.

President Barack Obama’s administration recently filed suit in federal court to block it, arguing immigration is a federal issue. The law’s backers say Congress isn’t doing anything meaningful about illegal immigration, so it’s the state’s duty to step up.

“Arizona, Michigan and every other state have the authority to enforce immigration laws, and it is appalling to see President Obama use taxpayer dollars to stop a state’s efforts to protect its own borders,” Cox said in a statement. Arizona’s Republican Gov. Jan Brewer, in a statement released by Cox’s office, said she was thankful for the support.

In a telephone interview, Cox said the nine states supporting Arizona represents “a lot of states,” considering it was only Monday that he asked other state Attorneys General to join him. The brief was filed in U.S. District Court in Arizona on the same day as the deadline for such filings.

“By lawsuit, rather than by legislation, the federal government seeks to negate this preexisting power of the states to verify a person’s immigration status and similarly seeks to reject the assistance that the states can lawfully provide to the Federal government,” the brief states.

The brief doesn’t represent the first time Cox has clashed with the Obama administration. Earlier this year, he joined with more than a dozen other Attorneys General to file a lawsuit challenging the constitutionality of federal health care changes signed into law by the Democratic president.

Like with his stance on health care, the immigration brief again puts Cox at odds with Democratic Michigan Gov. Jennifer Granholm. Granholm, who can’t seek re-election because of term limits, disagrees with the Arizona law, her press secretary Liz Boyd said. The Michigan primary is less than three weeks away on August 3 [2010]. “It’s a patently political ploy in his quest for the Republican nomination for governor,” Boyd said.
