Former Nazi Bank To Rule The ‘New World Order’ Global Economy

European Central Bank chief Jean-Claude Trichet’s announcement that the Bank for International Settlements is to become the primary engine for global governance is a shocking admission given the fact that this ultra-secretive menagerie of international bankers was once controlled by top Nazis who, in collusion with global central banks, funneled money through the institution which directly financed Hitler’s war machine.

During a speech to the elitist CFR organization earlier this week, ECB head Trichet said that the Global Economy Meeting (GEM), which regularly meets at the BIS headquarters in Basel, “Has become the prime group for global governance among central banks”.

The GEM is basically a policy steering committee under the umbrella of the Bank for International Settlements. In its current form, the BIS, which itself is not accountable to any national government, is comprised of banking chiefs from global central banks, most of which are private and also have no responsibility to their nation states or their citizens. The board of directors who control the BIS include Federal Reserve chief Ben Bernanke and Bank of England head Mervyn King, as well as Trichet himself.

So how did the Bank for International Settlements get started? The BIS was founded in 1930 by Governor of The Bank of England, Montague Norman and his German colleague Hjalmar Schacht, who later became Adolf Hitler’s finance minister. The bank was initially founded in order to facilitate money transfers related to German reparations arising out of the Treaty of Versailles, but by the start of the second world war, the BIS was largely controlled by top Nazi officials, people like Walter Funk, who was appointed Nazi propaganda minister in 1933 before going on to become Hitler’s Minister for Economic Affairs. Another BIS director during this period was Emil Puhl, who as director and vice-president of Germany’s Reichsbank was responsible for moving Nazi gold. Both Funk and Puhl were convicted at the Nuremberg trials as war criminals.

Other BIS directors included Herman Schmitz, the director of IG Farben, whose subsidiary company manufactured Zyklon B, the pesticide used in Nazi concentration camp gas chambers to kill Jews and political dissidents during the Holocaust. IG Farben worked closely with John D. Rockefeller’s United States-based Standard Oil Co. during the second world war. Baron von Schroeder, the owner of the J.H. Stein Bank, the bank that held the deposits of the Gestapo, was also a BIS director during the war period.

As Charles Higham’s widely acclaimed book Trading With The Enemy, How the Allied multinationals supplied Nazi Germany throughout World War Two points out, several parties at the Bretton Woods Conference in July 1944 wanted to see the Bank for International Settlements liquidated, because its role in aiding Nazi Germany loot occupied European countries during the war. Norway called for the bank to be shut down, a view supported by Harry Dexter White, U.S. Secretary of the Treasury and Henry Morgenthau, but the BIS survived despite its highly contentious Nazi influence.

Higham writes that the BIS became, “A money funnel for American and British funds to flow into Hitler’s coffers and to help Hitler build up his machine,” founded by Nazi finance minister Hjalmar Schacht on the basis that the “Institution that would retain channels of communication and collusion between the world’s financial leaders even in the event of an international conflict. It was written into the Bank’s charter, concurred in by the respective governments, that the BIS should be immune from seizure, closure or censure, whether or not its owners were at war.”

“The BIS was completely under Hitler’s control by the outbreak of World War II,” writes Higham. “Among the directors under Thomas H. McKittrick were Hermann Shmitz, head of the colossal Nazi industrial trust I.G. Farben, Baron Kurt von Schroder, head of the J.H. Stein Bank of Cologne and a leading officer and financier of the Gestapo; Dr. Walther Funk of the Reichsbank, and, of course, Emil Puhl. These last two figures were Hitler’s personal appointees to the board.”

Higham details how the gold looted from countries invaded by the Nazis was packed into vaults controlled by the Bank for International Settlements, and how Nazis who controlled the bank then forbade any discussion of the theft. “The BIS was an instrument of Hitler, but its continuing existence was approved by Great Britain even after that country went to war with Germany, and the British director Sir Otto Niemeyer, and chairman Montagu Norman, remained in office throughout the war,” writes Higham, explaining how Washington State Congressman John M. Coffee objected to American money being invested with the bank in 1944.

“The Nazi government has 85 million Swiss gold francs on deposit in the BIS. The majority of the board is made up of Nazi officials. Yet American money is being deposited in the Bank,” complained Coffee.

In 1948, the BIS was finally compelled to hand over a mere £4 million in looted Nazi gold to the allies, and thanks to people like Harry Truman and the Rockefeller family, the bank was not dissolved. One of its most influential directors, Nazi banker Emil Puhl was later invited to the United States as a guest of honor in 1950.

Despite its inglorious past, the Bank For International Settlements continues today as a major management arm of the global elite. The bank wields power through its control of vast amounts of global currencies. The BIS controls no less than 7% of the world’s available foreign exchange funds, as well as owning 712 tons of gold bullion, presumably a sizeable portion of which is the bullion which was stolen from occupied countries by the Nazis who controlled the bank during the war.

“By controlling foreign exchange currency, plus gold, the BIS can go a long way toward determining the economic conditions in any given country,” writes Doug Casey. “Remember that the next time Ben Bernanke or European Central Bank President Jean-Claude Trichet announces an interest rate hike. You can bet it didn’t happen without the concurrence of the BIS Board.”

The BIS is basically a huge slush fund for global government through which secret transfers of wealth from citizens are surreptitiously handed to the IMF. “For example, U.S. taxpayer monies can be passed through BIS to the IMF and from there anywhere. In essence, the BIS launders the money, since there is no specific accounting of where particular deposits came from and where they went,” writes Casey.

The fact that top Nazis were intimately involved in the activity of a global central bank that is now being touted as the primary powerhouse of the economic arm of world government is frightening. Every time we delve into the origins of the march towards world government, we find that top Nazis were instrumental in setting up and managing the same institutions that today seek to manage the imposition of global government.

Just as with the institutions that comprised the embryonic stages of the European Union, Nazi fingerprints are all over the origins of the move towards a global authority ruling the planet with nation states and sovereignty playing second fiddle. This fact demolishes any notion that global government is benevolent, humanitarian or progressive. Centralization of power into the hands of the few is inherently undemocratic, elitist, and to the detriment of the people.

The Nazis who breathed life into the same framework of global authoritarianism being used to set up world government today may have been usurped by an elite altogether more patient in their bid to impose a dictatorship run by banking dynasties, but the ultimate agenda remains the same – world government by consent or conquest.

SWAT Teams Deployed To Oil Rigs In Gulf A Government Takeover

Radio talk show host and former Reagan cabinet advisor Mark Levin has slammed President Obama’s bizarre announcement that he will be sending SWAT teams to deal with the Gulf of Mexico oil spill, alleging that the response is part of a plan to grease the skids for government takeover and nationalization of the oil industry.

In a move that has shocked and dumbfounded political observers in equal measure, Obama said yesterday the “Department of Interior has announced that they will be sending SWAT teams to the Gulf to inspect all platforms and rigs.”

Obama has also dispatched Secretaries of Interior and Homeland Security as well as Administrator Lisa Jackson of the Environmental Protection Agency to the site “To ensure that BP and the entire U.S. government is doing everything possible, not just to respond to this incident, but also to determine its cause.”

Reacting to the announcement, Levin expressed his amazement that the Department of the Interior, which he worked under, even had SWAT teams. Levin labeled the response to the oil spill “a stunner,” asking, “What are these SWAT teams going to do….doesn’t this sound like Hugo Chavez to you – we have an environmental problem, we have a leak, and we’re sending SWAT teams to the platforms and the rigs – SWAT teams are not environmentalist experts, they’re not scientists, they’re not engineers, they’re law enforcement – so why are we sending SWAT teams to all the platforms and rigs in the Gulf of Mexico?”

Levin alleged that the response was a precursor to government nationalization of the oil industry via the back door. “I think those SWAT teams are there in coordination with the attorney general’s office, the Interior Department, Homeland Security, maybe the EPA….to seize records at these sites and to lay the foundation for more government takeover,” he stated.

Levin added that he was stunned with the media’s nonchalant reaction at Obama’s flagrant abuse of power. “It just stuns me that we’re sending SWAT teams to all platforms and rigs, not ecological experts, not various scientific experts, not engineers – we’re sending SWAT Teams – we don’t even send SWAT teams to the border….you don’t send SWAT teams to rigs in the middle of an environmental problem,” he said.

Levin paraphrased Obama’s chief of staff Rahm Emanuel’s quote about a crisis representing an opportunity, suggesting that the administration is exploiting the accident for political gain. Levin concluded by pointing out that no government action, regulation, or SWAT team is going to prevent accidents which are inevitable.

As Levin suggested, a move against offshore drilling by oil companies is already in motion. White House Senior Adviser David Axelrod told ABC News, “No additional drilling has been authorized, and none will until we find out what happened here and whether there was something unique and preventable here.”

Government Is Still Just Like An Overtaxing King For We, The Serfs

These days it takes very little to set me off on yet another rant against the American political class – a proxy for governments the world over. On occasion, I’m tempted to apologize for these rants. Not so much for the message, but for the frequency.

Unfortunately, when surveying the landscape on which our hovels rest, the king’s castle looms large in the foreground. I am not an envious person by nature and so wouldn’t begrudge the king his fine trappings, provided they were honestly earned. But therein lies Ye Olde Rub.

Ever more frequently these days, the drawbridge comes down and a troop of the king’s finest sallies forth to extort from me more than half of my crops, and to read new royal proclamations whose net result is to add to the daily burden of trying to provide sustenance for family and jobs for workers.

Should I protest, say, by grabbing a pitchfork and telling the soldiers to clear off my land, or refuse to fill their wagons with the best of my crops – each leaf of which represents time and investment on my part – they would grab me by the shoulders, drag me to the king’s dungeon, and confiscate my property. In fact, all that has changed since the days of yore is that the king’s knights tend to no longer rape, as well as pillage.

To be fair, the annals of history contain rare instances of kind and intelligent monarchs, the sort who understand that overburdening the peasants ultimately reduces crop production, leading to unnecessary and unproductive hardship and, in time, even revolt. Though, by temperament, I resist authority of any description, I suppose I could live comfortably under the rule of a fair and benign monarch.

The problem with that notion, of course, is that the corruptive nature of power leads to the near certainty that Baldash the Not So Bad will be followed by Norbit the Nasty. And all of a sudden, instead of politely requesting I kick in some reasonable percentage of my crops to help maintain a constabulary, courts, and maybe the highways, Norbit’s men are kicking in my doors and we’re back to ox carts full of my produce being confiscated to provide a new set of gold plates and to pay the cost of invading neighboring lands.

While some among you will protest, there is, I would contend, little difference between a degraded monarch and a degraded democracy. In the monarchy, a single leader directs his minions in their ruinous acts; in a democracy, the directions come from professional politicians, as well versed in gaining and keeping power as any royalty of a bygone era. (Sir Robert Byrd held high office in this nation for 57 years.)

Far from being benign, the nation’s leadership, masters at appealing to the self-interest of an unprincipled voter class, have led us to a perilous situation where the fields are being left unplanted. And an increasing percentage of the citizenry is now muttering angry curses as the king’s men ride by in their shiny black limo-horses.

For a clear understanding of just how poorly ruled this country has been, look no further than the latest budget projections. In his recent article, “America’s Impending Master Class Dictatorship,” Stewart Dougherty does just that, analyzing the government’s wanton spending and penning some notable, and quotable, words on the topic.

One stark and sobering way to frame the crisis is this: if the United States government were to nationalize (in other words, steal) every penny of private wealth accumulated by America’s citizens since the nation’s founding 235 years ago, the government would remain totally bankrupt.

Recently our stalwart CEO Olivier Garret sent over an insider doc from the Republicans’ Study Committee that provides talking points for candidates to use in the unending struggle for control of the castle. While I think the color of flag flapping over the battlements is at this point almost irrelevant, the document contains some interesting data points.

For instance…

  • $13.5 Trillion of New Debt: The president’s budget proposes to increase the national debt from today’s level of $12.3 trillion to $25.8 trillion in FY 2020 – an increase of $13.5 trillion or 109.8%.  The amount of new debt proposed by this budget is larger than the total amount of debt accumulated by the federal government from 1789 to today (even including the $3.6 trillion of new debt over the last three years).
  • $2.8 Trillion Tax Increase: The president’s budget submission increases taxes by $2.8 trillion over ten years. This includes allowing many of the 2001 and 2003 tax cuts to expire at the end of this year, such as allowing the top rate (which is often paid by small businesses) to increase from 35% to 39.6%, and allowing the top capital gains tax rate to return to 20%. These tax increases would take effect in an economy that, according to many economists, will still have an unemployment rate around 10%.
  • Mandatory Spending: Increases from last year’s level of $2.1 trillion to $3.4 trillion in 2020, an increase of $1.3 trillion or 59.4%. Within that amount: Medicare spending increases from $425 billion in 2009 to $953 billion in 2020 – an increase of $528 billion or 124.2%; Social Security spending increases from $678 billion in 2009 to $1.20 trillion in 2020 – an increase of $523 billion or 77.1%; and Medicaid spending increases from $251 billion in 2009 to $487 billion in 2020 – an increase of $236 billion or 94.0%.
  • Interest Payments on the Debt: Increases from $187 billion in FY 2009 to $840 billion in FY 2020 – an increase of $653 billion or 349.2%.

As mentioned yesterday, the projection on interest costs is far too conservative. While the government’s always flawed projections don’t anticipate it, both Bud Conrad and Doug Casey see strongly rising interest rates as a certainty in the foreseeable future. At that point, the debt death spiral begins in earnest, and the whole charade begins to come apart.

But it won’t take soaring interest rates to bring the economy down. That’s just going to accelerate things. And, of course, the worse things get, the worse the monarchy will act – demanding ever higher taxes and further debasing the currency, as they now certainly must. How can you protect yourself? It really depends on where you are from.

One obvious solution would be to move to a different kingdom, one that treats you and your money better. Or that pretty much ignores you altogether. If you are from the U.S., the king’s tax collectors will follow you wherever you go – but even so, there are modest tax advantages you can gain by expatriation. Ask your tax counsel for details.

If, on the other hand, you live in a kingdom that doesn’t tax foreign-derived income (yet), becoming a citizen of the world can offer serious advantages and is well worth considering. The situation in most of the developed kingdoms, where easy money and quick mortgages greatly exacerbated the levels of debt, is only going to get more dire as the rulers cast a wider and stronger net in the quest for more revenue.

Even if you aren’t in a position to move, however, you’ll benefit from clearly understanding one key point about the king. While he may dress well and speak in dulcet and pleasing tones, he doesn’t actually produce anything. What money he has to spend must first be taken off the productive elements of the peasantry.

But there are limits to how much he and his men can squeeze out of the citizenry. We are nearing those limits. That means that all that is left to the monarchy is for it to issue IOUs. And given the levels of their debts and ongoing spending, lots and lots of IOUs. Those IOUs are called dollars, or pounds, or pesos, or yen, or….

While there will be no straight line up or down for any asset class in the unsettled times we will live through, using periods of weakness to build your exposure to tangible assets – most notably gold, whose primary and best use is as sound money – is the only way to protect yourself from the Great Debasement that’s coming.

Governments Want Global Authority To Geo-Engineer Entire Planet

A recently published lengthy UK Government report suggests appointing a global body such as the UN to exclusively regulate world wide geoengineering of the planet in order to stave off man made global warming.

The House of Commons report, entitled The Regulation of Geoengineering, was compiled by the government’s Science and Technology Committee in collaboration with the U.S. House of Representatives Science and Technology Committee.

It demonstrates how seriously both governments are looking at the idea of manipulating the planet’s climate. “…we may need geoengineering as a ‘Plan B’ if, in the event of the failure of ‘Plan A’—the reduction of greenhouse gases—we are faced with highly disruptive climate change.” the report states. “If we start work now it will provide the opportunity to explore fully the technological, environmental, political and regulatory issues.” it continues. The report also notes that the idea of geoengineering should be made more mainstream and further integrated into the government’s climate change policies. “We recommend that the Government give greater priority to public engagement on geoengineering by, for example, showing how it relates to its policy on the reduction of carbon dioxide emissions.”

It describes several different proposed methods of geoengineering, including spraying sulphate aerosols into the stratosphere to mimic the cooling effect produced by volcanic eruptions, as well as placing mirrors in space to reflect the Sun’s rays away from the Earth, a technique known as Solar Radiation Management (SRM). The report notes that such methods “could substantially influence the climate within months” but may generate “serious unintended consequences”.

“SRM could produce droughts with severe implications for regional and global food production, and delay the recovery of the ozone layer by decades, while doing almost nothing to address ocean acidification,” the report states, quoting Dr Jason Blackstock of the Centre for International Governance Innovation in Canada. It calls for international mechanisms to be put into place to oversee research and deployment of geoengineering so that countries cannot “unilaterally” affect the climate. “The UN is the route by which, eventually, we envisage the regulatory framework operating but first the UK and other governments need to push geoengineering up the international agenda and get processes moving.” the report states.

The report draws heavily upon research and publications of The Royal Society, a 350 year old establishment outfit that has recently thrown its full weight behind the global warming movement, lending its absolute support for legislation aimed at reducing carbon emissions by 80%, a process that will devastate the global economy and drastically reduce living standards everywhere. The Royal Society has been even more vehement than national governments in its advocacy of the man-made cause of global warming, calling for such drastic CO2 cuts to be made in the short term, not even by the usual target date of 2050.

The society has conducted extensive research into geoengineering and continually lobbies the government to divert funding into it. One notable member of the Royal Society is James Lovelock, an eco-fascist who advocates ending democracy and instituting an authoritative elite to oversee global climate management. He is also a patron of the Optimum Population Institute, a notorious UK-based public policy group that campaigns for a gradual decline in the global human population to what it sees as a “sustainable” level.

Lovelock is also an ardent advocate of geoengineering the planet in the name of controlling the climate. In 2007 Lovelock proposed laying vast swathes of pipes under the world’s oceans in order to pump water from the bottom of the seas – rich in nutrients, but mostly dead – to the top. The idea being that the action would encourage algae to breed, absorb more carbon and release more dimethyl sulphide into the atmosphere, a chemical known to seed sunlight reflecting clouds. Such methods are also covered in the Commons report. “Our Report covering the regulation of geoengineering will now dovetail into a wider inquiry that the House of Representatives Committee is carrying out on geoengineering.” the document states.

As we covered in a previous in-depth report, numerous universities and government agencies have been conducting studies in the field of geoengineering for years, including active deployment in the form of chemtrail spraying.

Another prominent supporter of geoengineering proposals is none other than White House science czar John P. Holdren, a key Obama advisor who infamously co-authored a book in which he called for a “planetary regime” to enforce draconian population control measures such as forced abortion, infanticide and mandatory sterilization. In April last year, Holdren revealed that high-level talks had already taken place to explore the possibility of “geoengineering” the environment by “shooting pollution particles into the upper atmosphere to reflect the sun’s rays”.

“It’s got to be looked at,” Holdren was quoted as saying, “We don’t have the luxury of taking any approach off the table.” The AP also reported that Holdren said he had raised the concept in administration discussions.

Such intense interest in exploring geoengineering, and implementing an overarching global authority on the matter mirrors publications penned by the ultra elite Council On Foreign Relations. In a document entitled Geoengineering: Workshop on Unilateral Planetary Scale Geoengineering, the CFR proposes different methods of “reflecting sunlight back into space,” which include adding “small reflecting particles in the upper part of the atmosphere,” adding “more clouds in the lower part of the atmosphere,” and placing “various kinds of reflecting objects in space either near the earth or at a stable location between the earth and the sun.”

Fred Singer, president of the Science Environmental Policy Project and a skeptic of man-made global warming theories, has warned that the consequences of tinkering with the planet’s delicate eco-system could have far-reaching dangers. “If you do this on a continuous basis, you would depress the ozone layer and cause all kinds of other problems that people would rather avoid,” said Singer.

Even Greenpeace’s chief UK scientist – a staunch advocate of the man-made global warming explanation – Doug Parr has slammed attempts to geo-engineer the planet as “outlandish” and “dangerous”.

Letting modern day eugenicists like James Lovelock and John Holdren mess with the planet would be like handing Dr. Josef Mengele control of the health care system. Holdren has proven himself to be a barbarian and a control freak, promoting a brand of bloodthirsty eugenics even more depraved than anything Hitler proposed in his drive for a super race.

Furthermore, granting UN affiliated climate scientists (who have been completely exposed as agenda-promoting quacks by the Climategate scandal) exclusive authority to experiment with the environment on a mass scale in the name of stopping the increasingly debunked premise of man-made global warming is absolute lunacy and should be stopped at all costs.

Frauds And Scandals Follow The Collapse Of The Financial System

As the world faces an ongoing sovereign debt debacle we see an attempt to defuse an oncoming scandal involving Goldman Sachs, Paulson and perhaps others.

The collapse of the fiat money system is underway and each day picks up momentum. The only question is how long it can survive? In the interim we are faced with inflation and perhaps hyperinflation as the privately owned Federal Reserve and other central banks add stimulus and money and credit into their financial systems.

America’s system of finance and economy has been deliberately destroyed via regulation, illegal immigration and free trade, globalization, offshoring and outsourcing. We wrote about these issues and tactics as long ago as 1967. Taxes on both individuals and corporations are still onerous, the exception being the rich who pay far less than their fair share. By the way taxes will increase in the future and government may in the future attempt to take away your retirement plans and replace them with guaranteed annuities. We ask how can a bankrupt government guarantee anything? America and the rest of the world are realizing that you cannot live beyond your means indefinitely. The resultant poverty that eventually results is accompanied by the theft of wealth by inflation, subtly and secretly.

We have witnessed over the past few years a long line of frauds that usually accompany the collapse of a system. They are accompanied by government malfeasance and the arrogance of those who defraud the system with impunity. How can any nation survive if their currency and their bonds are worthless?

Someone’s loss is someone else’s gain and in this turmoil you can do two things. One is to protect your assets and the other is to capitalize on your knowledge. Do not allow the elitists to take your hard earned savings. It is our belief that 60% of sovereign debt will never be repaid.

The government is injecting a minimum of $1.5 trillion into the economy each year, as the Fed is adding at least $1 trillion. We are facing an end to stimulus and further Fed injections. If that happens it will thrust the US economy into a great dark pit a year from now. Then the insolvency of banking, Wall Street and government will become very apparent. What government has done is lie about everything, especially the amount of money they have thrust into the economy, via bailouts of the entire financial sphere and the manipulation of markets. If they had not done what they did the system would have collapsed long ago. What they have done has only delayed the inevitable. As we look back 50 years all we have seen is one crisis after another. There has never really been a meaningful recovery. The result is that Keynesian economics has had the American economy on a roller coaster going nowhere. We have wasted opportunities and have destroyed our financial and economic structure to provide for the enrichment of the elitists who from behind the scenes control our economy and the world economy. G-20 debt is staggering, never mind US debt and worse yet, it is unpayable. The so-called recovery we are having is a sad joke. We have just had an interlude in an inflationary depression. The next phase is higher taxation and even more government control. Need we remind you that fascism is government by regulation and this is what we have in America today? Its evolution is a subtle, secret, strangling process. If only people would read the history of Europe during the late 1920s and throughout the 1930s and 40s, you would truly understand what is in process. You must remember Hitler was created at Versailles. Illuminists in the US, UK and across Europe financed both Hitler and Mussolini. Both did not have a clue they were being set up. This is the same thing that is happening in America today and in other countries as well.

We face one round after another of creative destruction. That is why we have real unemployment of 22-1/8%, almost as bad as during the 1930s. Banks are only selectively lending, so as a result the economy cannot grow. Inflation is 8%; wages are static, so buying power has been crippled. This predicament should be called corporatist fascism or socialism for the elitists and as a result 92% of small business polled said they see no recovery for 14 to 18 months. How can those who hire 80% of workers create new jobs – they cannot and won’t. That means there can be no sustained recovery… (Read more at the link below.)

Illegal Immigration And The CIA Behind Mexico’s Bloody Drug War

On April 23, two patrol cars were ambushed by armed gunman in downtown Ciudad Juarez. In the ensuing firefight, seven policemen were killed as well as a 17-year old boy who was caught in the crossfire. All of the assailants escaped uninjured fleeing the crime-scene in three SUVs. The bold attack was executed in broad daylight in one of the busiest areas of the city. According to the Associated Press:

“Hours after the attack, a painted message directed to top federal police commanders and claiming responsibility for the attack appeared on a wall in downtown Ciudad Juarez. It was apparently signed by La Linea gang, the enforcement arm of the Juarez drug cartel. The Juarez cartel has been locked in a bloody turf battle with the Sinaloa cartel, led by Joaquin “El Chapo” Guzman.

“This will happen to you … for being with El Chapo Guzman and to all the dirtbags who support him. Sincerely, La Linea,” the message read.” (“7 Mexican police officers killed in Ciudad Juarez”, Olivia Torres, AP)

The massacre in downtown Juarez is just the latest incident in Mexico’s bloody drug war. Between 5 to 6 more people will be killed on Saturday, and on every day thereafter with no end in sight. It’s a war that cannot be won, but that hasn’t stopped the Mexican government from sticking to its basic game-plan.

The experts and politicians disagree about the origins of the violence in Juarez, but no one disputes that 23,000 people have been killed since 2006 in a largely futile military operation initiated by Mexican president Felipe Calderon. Whether the killing is the result of the ongoing turf-war between the rival drug cartels or not, is irrelevant. The present policy is failing and needs to be changed. The militarization of the war on drugs has been a colossal disaster which has accelerated the pace of social disintegration. Mexico is quickly becoming a failed state, and Washington’s deeply-flawed Merida Initiative, which provides $1.4 billion in aid to the Calderon administration to intensify military operations, is largely to blame.

The surge in narcotics trafficking and drug addiction go hand-in-hand with destructive free trade policies which have fueled their growth. NAFTA, in particular, has triggered a massive migration of people who have been pushed off the land because they couldn’t compete with heavily-subsidized agricultural products from the US. Many of these people drifted north to towns like Juarez which became a manufacturing hub in the 1990s. But Juarez’s fortunes took a turn for the worse a few years later when competition from the Far East grew fiercer. Now most of the plants and factories have been boarded up and the work has been outsourced to China where subsistence wages are the norm. Naturally, young men have turned to the cartels as the only visible means of employment and upward mobility. That means that free trade has not only had a ruinous effect on the economy, but has also created an inexhaustible pool of recruits for the drug trade.

Washington’s Merida Initiative–which provides $1.4 billion in aid to the Calderon administration to intensify military operations–has only made matters worse. The public’s demand for jobs, security and social programs, has been answered with check-points, crackdowns and state repression. The response from Washington hasn’t been much better.  Obama hasn’t veered from the policies of the prior administration. He is as committed to a military solution as his predecessor, George W. Bush.  

But the need for change is urgent.  Mexico is unraveling and, as the oil wells run dry, the prospect of a failed state run by drug kingpins and paramilitaries on US’s southern border becomes more and more probable.  The drug war is merely a symptom of deeper social problems; widespread political corruption, grinding poverty, soaring unemployment, and the erosion of confidence in public institutions. But these issues are  brushed aside, so the government can pursue its one-size-fits-all military strategy without second-guessing or remorse. Meanwhile, the country continues to fall apart.

THE CLASHING CARTELS

The big cartels are engaged in a ferocious battle for the drug corridors around Juarez. The Sinaloa, Gulf and La Familia cartels have formed an alliance against the upstart Los Zetas gang. Critics allege that the Calderon administration has close ties with the Sinaloa cartel and refuses to arrest its members.  Here’s an excerpt from an Al Jazeera video which points to collusion between Sinaloa and the government.

“The US Treasury identifies at least 20 front companies that are laundering drug money for the Sinaloa cartel…There  are allegations that the Mexican government is “favoring” the cartel.  According to Diego Enrique Osorno, investigative journalist and author of the “The Sinaloa Cartel”:

“There are no important detentions of Sinaloa cartel members. But the government is hunting down adversary groups, new players in the world of drug trafficking.”

International Security Expert, Edgardo Buscaglia, says that “of over 50,000 drug related arrests, only a very small percentage have been Sinaloa cartel members, and no cartel leaders. Dating back to 2003, law enforcement data shows objectively that the government has been hitting the weakest organized crime groups in Mexico, but they have not been hitting the main crime group, the Sinaloa Federation, that’s responsible for 45% of the drug trade in this country.” (Al Jazeera)

There’s no way to verify whether the Calderon administration is in bed with the Sinaloa cartel, but Al Jazeera’s report is pretty damning. A similar report appeared in the Los Angeles Times which revealed that the government had diverted funds that were earmarked for struggling farmers (who’d been hurt by NAFTA)  “to the families of notorious drug traffickers and several senior government officials, including the agriculture minister.” Here’s an excerpt from the Los Angeles Times: 

”According to several academic studies, as much as 80% of the money went to just 20% of the registered farmers…Among the most eyebrow-raising recipients were three siblings of billionaire drug lord Joaquin “El Chapo” Guzman, head of the powerful Sinaloa cartel, and the brother of Guzman’s onetime partner, Arturo Beltran Leyva”. There’s no doubt that if the LA Times knows about the circular flow of state money to drug traffickers, than the Obama administration knows too. So why does the administration persist with the same policy and continue to support the people they pretend to be fighting?

In forty years, US drug policy has never changed. The same “hunt them down, bust them, and lock them up” philosophy continues to this day. That’s why many critics believe that the drug war is really about control, not eradication. It’s a matter of who’s in line to rake in the profits; small-time  pushers who run their own operations or  politically-connected kingfish who have agents in the banks, the intelligence agencies, the military and the government.  Currently, in Juarez, the small fries’ are getting wiped out while the big-players are getting stronger. In a year or so, the Sinaloa cartel will control the streets, the drug corridors, and the border. The violence will die down and the government will proclaim “victory”, but the flow of drugs into the US will increase while the situation for ordinary Mexicans will continue to deteriorate. 

Here’s a clip from an article in the Independent by veteran journalist Hugh O’Shaughnessy:

“The outlawing and criminalizing of drugs and consequent surge in prices has produced a bonanza for producers everywhere, from Kabul to Bogota, but, at the Mexican border, where an estimated $39,000m in narcotics enter the rich US market every year, a veritable tsunami of cash has been created. The narcotraficantes, or drug dealers, can buy the murder of many, and the loyalty of nearly everyone. They can acquire whatever weapons they need from the free market in firearms north of the border and bring them into Mexico with appropriate payment to any official who holds his hand out.” (“The US-Mexico border: where the drugs war has soaked the ground blood red”, Hugh O’Shaughnessy The Independent)

It’s no coincidence that Kabul and Bogota are the the de facto capitals of the drug universe.  US political support is strong in both places, as is the involvement of US intelligence agencies.  But does that suggest that the CIA is at work in Mexico, too?  Or, to put it differently: Why is the US supporting a client that appears to be allied to the most powerful drug cartel in Mexico? That’s the question.

THE CHECKERED HISTORY OF THE CIA

In August 1996, investigative journalist Gary Webb released the first installment of Dark Alliance in the San Jose Mercury exposing the CIA’s involvement in the drug trade. The article blew the lid off the murky dealings of the agency’s covert operations.  Webb’s words are as riveting today as they were when they first appeared 14 years ago: 

“For the better part of a decade, a San Francisco Bay Area drug ring sold tons of cocaine to the Crips and Bloods street gangs of Los Angeles and funneled millions in drug profits to a Latin American guerrilla army run by the U.S. Central Intelligence Agency, a Mercury News investigation has found.

This drug network opened the first pipeline between Colombia’s cocaine cartels and the black neighborhoods of Los Angeles, a city now known as the “crack” capital of the world. The cocaine that flooded in helped spark a crack explosion in urban America and provided the cash and connections needed for L.A.’s gangs to buy automatic weapons.

It is one of the most bizarre alliances in modern history: the union of a U.S.-backed army attempting to overthrow a revolutionary socialist government and the Uzi-toting “gangstas” of Compton and South-Central Los Angeles.” (“America’s ‘crack’ plague has roots in Nicaragua war”, Gary Webb, San Jose Mercury News)

Counterpunch editor Alexander Cockburn has also done extensive research on the CIA/drug connection. Here’s an excerpt from an article titled “The Government’s Dirty Little Secrets”, which ran in the Los Angeles Times.  

“CIA Inspector General Frederick Hitz finally conceded to a U.S. congressional committee that the agency had worked with drug traffickers and had obtained a waiver from the Justice Department in 1982 (the beginning of the Contra funding crisis) allowing it not to report drug trafficking by agency contractors. Was the lethal arsenal deployed at Roodeplaat assembled with the advice from the CIA and other U.S. agencies? There were certainly close contacts over the years. It was a CIA tip that led the South African secret police to arrest Nelson Mandela.” (The Government’s Dirty Little Secrets, Los Angeles Times, commentary, 1998)

And then there’s this from independent journalist Zafar Bangash:

“The CIA, as Cockburn and (Jeffrey) St Clair reveal, had been in this business right from the beginning. In fact, even before it came into existence, its predecessors, the OSS and the Office of Naval Intelligence, were involved with criminals. One such criminal was Lucky Luciano, the most notorious gangster and drug trafficker in America in the forties.”

The CIA’s involvement in drug trafficking closely dovetails America’s adventures overseas – from Indo-China in the sixties to Afghanistan in the eighties….As Alfred McCoy states in his book: Politics of Heroin: CIA complicity in the Global Drug Trade, beginning with CIA raids from Burma into China in the early fifties, the agency found that ‘ruthless drug lords made effective anti-communists.” (“CIA peddles drugs while US Media act as cheerleaders”, Zafar Bangash, Muslimedia, January 16-31, 1999)

And, this from author William Blum:

“ClA-supported Mujahedeen rebels … engaged heavily in drug trafficking while fighting against the Soviet-supported government,” writes historian William Blum. “The Agency’s principal client was Gulbuddin Hekmatyar, one of the leading druglords and a leading heroin refiner. CIA-supplied trucks and mules, which had carried arms into Afghanistan, were used to transport opium to laboratories along the Afghan/Pakistan border. The output provided up to one half of the heroin used annually in the United States and three-quarters of that used in Western Europe….”

And, this from Portland Independent Media:

“Before 1980, Afghanistan produced 0% of the world’s opium. But then the CIA moved in, and by 1986 they were producing 40% of the world’s heroin supply. By 1999, they were churning out 3,200 TONS of heroin a year–nearly 80% of the total market supply. But then something unexpected happened. The Taliban rose to power, and by 2000 they had destroyed nearly all of the opium fields. Production dropped from 3,000+ tons to only 185 tons, a 94% reduction! This drop in revenue hurt not only the CIA’s Black Budget projects, but also the free-flow of laundered money in and out of the Controller’s banks.” (Portland Independent Media)

The evidence of CIA involvement in the drug trade is vast, documented and compelling. Still, does that explain why the Obama administration has cast a blind-eye on the Sinaloa/Calderon connection?

It’s impossible to know for sure. But whenever government policy seems particularly counterproductive, there’s always the temptation to think that nefarious masterminds are skillfully moving the levers from behind the curtain. But that’s not always the case. Sometimes policies persist merely because of institutional resistance to change or bureaucratic logjams or lack of imagination. So, while the Sinaloa/Calderon connection is worth keeping an eye on, there’s nothing to suggest that the CIA is controlling events from the shadows. More likely, the present policy simply reflects the fact that Washington has been so thoroughly marinated in a culture of militarism, that other remedies are no longer given serious consideration. As the saying goes, “When all you have is a hammer, everything looks like a nail.” And that’s what’s happening here.

It has become impossible for policymakers to bust out of their ideological cage, because the noxious ethos of militarism pervades all political decision-making. American foreign policy is now reducible to one word: “War”. And that’s why the pointless slaughter in Juarez will continue for the foreseeable future. “It’s the policy, stupid!”

Mexico Issues A Travel Warning For Arizona Over Immigration Law

April 27 (Bloomberg) — Mexicans in Arizona should carry documentation and “act carefully” after the state passed a law requiring local police to determine the immigration status of anyone suspected of being in the country illegally, Mexico’s Foreign Ministry said.

The ministry said the warning is directed toward Mexicans living, studying or planning to travel to the southwestern U.S. state, which shares a border with northern Mexico, according to the e-mailed statement sent today. It comes as members of U.S. President Barack Obama’s administration said they have concerns about the new law and may seek to overturn it in court. “There is an adverse political environment for migrant communities and all Mexican visitors,” Mexico’s ministry said. “It’s important to act carefully and respect the local laws.”

The Arizona law makes it a state crime to be in the U.S. without proper documentation. The state has an estimated 460,000 residents living there illegally, the seventh highest total in the country, according to the U.S. Department of Homeland Security. Opponents say it will lead to discrimination and racial profiling by law enforcement authorities.

Arizona Governor Jan Brewer, who is running for re- election, signed the bill into law on April 23, saying it would address problems of violence along the border with Mexico and crime due to illegal immigration while protecting individual rights.

‘Murderous Greed’

“We cannot sacrifice our safety to the murderous greed of drug cartels,” Brewer said. “We cannot delay while the destruction happening south of our international border creeps its way north.”

Homeland Security Secretary Janet Napolitano said during congressional testimony in Washington today that her agency has “deep concerns” about the law and that it will “detract from and siphon resources that we need to focus on those in the country illegally who are committing serious crimes.” U.S. Attorney General Eric Holder said today that the Justice Department may go to court to challenge the statue.

The law, which goes into effect 90 days after the Arizona legislative session ends, states that police must investigate if they have “reasonable suspicion” that someone is undocumented, according to Gabriel Chin, a professor of Law and Public Policy at the University of Arizona in Tucson. Police officers may face lawsuits if they fail to do so, he added.

‘Angered and Saddened’

“It’s very hard for me to see how this law can be enforced without discrimination,” Chin said in a telephone interview today from Tucson. “It seems to be inevitable.” Mexican President Felipe Calderon said April 26 that his country’s citizens are “angered and saddened” by the Arizona law, which he said “doesn’t adequately guarantee respect for people’s fundamental rights.”

About a quarter of Arizona’s 6.6 million residents are of Hispanic descent, according to the U.S. Census Bureau. U.S. Democratic Party leaders said last week that an overhaul of immigration law could advance through Congress this year if Senate Majority Leader Harry Reid can pick up enough support to muscle it through the Senate first, according to April 22 remarks by Reid and House Speaker Nancy Pelosi. Pelosi told reporters that she will find the votes for the measure in the House — where Democrats have 254 of 435 seats — if the Senate can clear it.

Senator Lindsey Graham, a South Carolina Republican who has been working with Democrats on an immigration overhaul, said rushing legislation this year would be a mistake because it doesn’t have the votes yet to pass. “The worst thing we could do is bring up immigration reform and have it crash and burn politically,” he told Napolitano. “If immigration comes up this year, it’s absolutely devastating to the future of this issue.”

Illegals Threaten To Murder Americans With Axes and Shovels
