Obama And Afghanistan: America’s Drug-Corrupted War(s) – Deja Vu

The presidential electoral campaign of Barack Obama in 2008, it was thought, “changed the political debate in a party and a country that desperately needed to take a new direction.”[1] Like most preceding presidential winners dating back at least to John F. Kennedy, what moved voters of all descriptions to back Obama was the hope he offered of significant change. Yet within a year Obama has taken decisive steps, not just to continue America’s engagement in Bush’s Afghan War, but significantly to enlarge it into Pakistan. If this was change of a sort, it was a change that few voters desired.

Those of us convinced that a war machine prevails in Washington were not surprised. The situation was similar to the disappointment experienced with Jimmy Carter: Carter was elected in 1976 with a promise to cut the defense budget. Instead, he initiated both an expansion of the defense budget and also an expansion of U.S. influence into the Indian Ocean.[2]

As I wrote in The Road to 9/11, after Carter’s election:

It appeared on the surface that with the blessing of David Rockefeller’s Trilateral Commission, the traditional U.S. search for unilateral domination would be abandoned. But… the 1970s were a period in which a major “intellectual counterrevolution” was mustered, to mobilize conservative opinion with the aid of vast amounts of money… By the time SALT II was signed in 1979, Carter had consented to significant new weapons programs and arms budget increases (reversing his campaign pledge).[3]

I noted further that the complex strategy for reversing Carter’s promises was revived for a new mobilization in the 1990s during the Clinton presidency, in which a commission headed by Donald Rumsfeld was prominent.[4]

The Vietnam War as a Template for Afghanistan

It is as if Washington had emerged with only one objective from America’s failure in Vietnam: the urge to do it again and get it right. But the principal obstacle to victory in Afghanistan is the same as in Vietnam: the lack of a viable government to defend. The importance of this similarity has been stressed by Thomas H. Johnson, coordinator of anthropological research studies at the Naval Postgraduate School, and his co-author Chris Mason. In their memorable phrase, “the Vietnam War is less a metaphor for the conflict in Afghanistan than it is a template:”

It is an oft-cited maxim that in all the conflicts of the past century, the United States has refought its last war. A number of analysts and journalists have mentioned the war in Vietnam recently in connection with Afghanistan. Perhaps fearful of taking this analogy too far, most have backed away from it. They should not—the Vietnam War is less a metaphor for the conflict in Afghanistan than it is a template. For eight years, the United States has engaged in an almost exact political and military reenactment of the Vietnam War, and the lack of self-awareness of the repetition of events 50 years ago is deeply disturbing.[5]

Many of the common features of an unpopular corrupted government have been well summarized by Johnson and Mason. In their words, quoting Jeffrey Record, “the fundamental political obstacle to an enduring American success in Vietnam [was] a politically illegitimate, militarily feckless, and thoroughly corrupted South Vietnamese client regime.” Substitute the word “Afghanistan” for the words “South Vietnam” in these quotations and the descriptions apply precisely to today’s government in Kabul. Like Afghanistan, South Vietnam at the national level was a massively corrupt collection of self-interested warlords, many of them deeply implicated in the profitable opium trade, with almost nonexistent legitimacy outside the capital city. The purely military gains achieved at such terrible cost in our nation’s blood and treasure in Vietnam never came close to exhausting the enemy’s manpower pool or his will to fight, and simply could not be sustained politically by a venal and incompetent set of dysfunctional state institutions where self-interest was the order of the day.[6]

If Johnson had written a little later, he might have added that a major CIA asset in Afghanistan was Ahmed Wali Karzai, brother of President Hamid Karzai; and that Ahmed Wali Karzai was a major drug trafficker who used his private force to help arrange a flagrantly falsified election result.[7] This is a fairly exact description of Ngo dinh Nhu in Vietnam, President Ngo dinh Diem’s brother, an organizer of the Vietnamese drug traffic whose dreaded Can Lao secret police helped, among other things, to organize a falsified election result there.[8]

This pattern of a corrupt near relative, often involved in drugs, is a recurring feature of regimes installed or supported by U.S. influence. There were similar allegations about Chiang Kai-shek’s brother-in-law T.V. Soong, Mexican President Echevarría’s brother-in-law Rubén Zuno Arce, and the Shah of Iran’s sister. In the case of Ngo dinh Nhu, it was the absence of a popular base for his externally installed presidential brother that led to drug involvement, “to provide the necessary funding” for political repression.[9] This analogy to the Karzais is pertinent.

An additional similarity, not noted by Johnson, is that America initially engaged in Vietnam in support of an embattled and unpopular minority, the Roman Catholics who had thrived under the French. America has twice made the same mistake in Afghanistan. Initially, after the Russian invasion of 1980, the bulk of American aid went to Gulbeddin Hekmatyar, a leader both insignificant in and unpopular with the mujahedin resistance; the CIA is said to have supported Hekmatyar, who became a drug trafficker to compensate for his lack of a popular base, because he was the preferred client of Pakistan’s Inter-Services Intelligence (ISI), which distributed American and Saudi aid.

When America re-engaged in 2001, it was to support the Northern Alliance, a drug-trafficking Tajik-Uzbek minority coalition hateful to the Pashtun majority south of the Hindu Kush. Just as America’s initial commitment to the Catholic Diem family fatally alienated the Vietnamese countryside, so the American presence in Afghanistan is weakened by its initial dependence on the Tajiks of the minority Northern Alliance. (The Roman Catholic minority in Vietnam at least shared a language with the Buddhists in the countryside. The Tajiks speak Dari, a version of Persian unintelligible to the Pashtun majority.)

Americans Want To Be Slaves – Exchanging Our Liberty For ‘Security’

Are Americans willing to trade their freedoms for a false sense of security?

This is the crucial question that must be answered before a successful struggle for liberty can be fought and won. If it is shown that the majority of Americans will readily trade their freedoms for a fake carnal security then the cause has already been lost.

Let us just examine a few of the events of the last two months to see where America sits on the major issues of our day.

Recently, we were made aware of the attempt to bring down a transatlantic flight by the ‘underwear bomber’. While the facts remain unclear about the events surrounding the attempted bombing, what is clear is the attempt to use the event as a catalyst for further draconian security measures. This includes proposals for and in some cases imposition of mandatory body scanning for all passengers. In fact, the Netherlands announced that they will body scan all passengers as a result of the incident. In the US, the cry from neo-con Republicans has been to adopt just such a policy here. In addition, the TSA seized the opportunity to try to turn the airplane into a virtual prison camp.

What is most troubling about the whole event is the seeming willingness of Americans to accept the official story without questioning and to submit themselves to any measure deemed necessary by our “benevolent” government. Now that President Obama is in power, the civil liberties fire that once was burning bright among some on the left has now smoldered, leaving few to oppose the new liberal/Neo-con fascism.

What evidence do we have that any of these measures will actually make us safer? Indeed, this supposed terrorist had no passport and was on the terrorist watch list. While a simple passport check would have stopped this individual, now the rights of the rest of us will be sacrificed to a needless bureaucracy, which will prove to be just as inept. It may be that Americans will be forced into “clothes-free” airport zones where government workers will examine every crook, crevice, and orifice of your body. How long Americans will suffer this indecency is unknown. What is known is that these measures will not make us safer.

While the “underwear bomber” event was used to stroke our fears about external threats, two other recent issues of much greater significance are meant to play on our fear about the intrinsic weakness of mankind.

The first revolves around the insecurity all of us have over the health of our bodies. Some would claim the government can somehow guarantee you carnal or rather physical security from your own body. What is true, however, is that we will all decay and die whether we like it or not. No power on earth can prevent this from happening. Yet, what has been proposed with the health care reform measures now before congress and the senate is that government should become our health stewards by providing universal healthcare. The implied rationale is that these measures will somehow address our health security. Unfortunately, the truth is that these measures will only guarantee you the opportunity to stand in lines and in most cases will be detrimental to your health and hence your health security. Services that once could be readily obtained through the free market system will be removed in lieu of budgetary restraints. Americans will be turned into hapless and powerless sheep, begging for any ounce of health mercy that a faceless bureaucracy will see fit to grant them. The right to healthcare gained by a few will come at the expense of the right to healthcare for the rest.

There is no greater example of the fallacy of this socialist healthcare utopia than the death of the actress Natasha Richardson in Quebec, Canada last year. She likely died because of the socialized healthcare system in Canada. The government of Quebec had decided that medical helicopters were too expensive. As a result, instead of being transported by helicopter, Natasha was driven by ambulance to the nearest hospital a couple hours away. This wasted time was enough to seal her fate.

Despite the ample evidence of the dystopian healthcare provided by socialized healthcare systems, Americans seem more and more willing to buy into the media hype about the supposed greatness of healthcare in Cuba, Canada, and Europe. Never before have the forces of socialist America been so close to realizing their dream of converting America into a suburb of western Europe.

The final and most nefarious onslaught on our liberty has arisen with the attempt to transfer our national sovereignty to a world government over the issue of carbon emissions. Indeed, our very breath has been turned into a toxin needing to be regulated in order to save the planet. The more breaths, the more toxin. Not surprisingly, this has led to calls for world population control from some in China, Europe, and Canada.

The fake science used to justify the man-made global warming agenda was recently revealed as a concoction of climate change scientists to serve their own self interest. Yet, Americans continue to believe more in gloss and glamour than in science and common sense. Unfortunately, the result will be that the American sense of compassion will be turned on its own head. The third world will be starved into carbon compliance and American ingenuity will be turned into funding industrial de-industrialization.

More and more Americans are convincing themselves that they are vermin and need to be exterminated. They will happily put GPS carbon trackers on their vehicles, smart carbon-limiting power meters in the their homes, LCD light-bulbs in their reading rooms, bikes in their garages, and government camera carbon monitoring systems in their homes just so that they can be ‘cool’ and feel like they are doing something for Al Gore and the movement. Nobody seems to care about the substance anymore; it is the image that counts.

What these examples reveal is that America has become more and more a country filled with cowardly yes-men, rather than people with courage to stand up for conviction. They have lost the fire of freedom and substituted the frost of a fake consensus. Unfortunately, the American ideal has faded in the minds of many. Many no longer know what they are throwing away. It is only when it is gone that they will wake up and realize that the noose is already too tight for escape.

It behooveth those that have been warned to warn their neighbors. My prayer is that we may have the courage to become active purveyors of truth.

2010: The United States Will Wage War Throughout The Entire World

January 1 (2010) will usher in the last year of the first decade of a new millennium and ten consecutive years of the United States conducting war in the Greater Middle East.

Beginning with the October 7, 2001 missile and bomb attacks on Afghanistan, American combat operations abroad have not ceased for a year, a month, a week or a day in the 21st century.

The Afghan war, the U.S.’s first air and ground conflict in Asia since the disastrous wars in Vietnam and Cambodia in the 1960s and early 1970s and the North Atlantic Treaty Organization’s first land war and Asian campaign, began during the end of the 2001 war in Macedonia launched from NATO-occupied Kosovo, one in which the role of U.S. military personnel is still to be properly exposed [1] and addressed and which led to the displacement of almost 10 percent of the nation’s population.

In the first case Washington invaded a nation in the name of combating terrorism; in the second it abetted cross-border terrorism. Similarly, in 1991 the U.S. and its Western allies attacked Iraqi forces in Kuwait and launched devastating and deadly cruise missile attacks and bombing sorties inside Iraq in the name of preserving the national sovereignty and territorial integrity of Kuwait, and in 1999 waged a 78-day bombing assault against Yugoslavia to override and fatally undermine the principles of territorial integrity and national sovereignty in the name of the casus belli of the day, so-called humanitarian intervention.

Two years later humanitarian war, as abhorrent an oxymoron as the world has ever witnessed, gave way to the global war on terror(ism), with the U.S. and its NATO allies again reversing course but continuing to wage wars of aggression and “wars of opportunity” as they saw fit, contradictions and logic, precedents and international law notwithstanding.

Several never fully acknowledged counterinsurgency campaigns, some ongoing – Colombia – and some new – Yemen – later, the U.S. invaded Iraq in March of 2003 with a “coalition of the willing” comprised mainly of Eastern European NATO candidate nations (now almost all full members of the world’s only military bloc as a result of their service).

The Pentagon has also deployed special forces and other troops to the Philippines and launched naval, helicopter and missile attacks inside Somalia as well as assisting the Ethiopian invasion of that nation in 2006. Washington also arms, trains and supports the armed forces of Djibouti in their border war with Eritrea. In fact Djibouti hosts the U.S.’s only permanent military installation in Africa to date [2], Camp Lemonier, a United States Naval Expeditionary Base and home to the Combined Joint Task Force – Horn of Africa (CJTF-HOA), placed under the new U.S. Africa Command (AFRICOM) when it was launched on October 1, 2008. The area of responsibility of the Combined Joint Task Force – Horn of Africa takes in the nations of Djibouti, Ethiopia, Eritrea, Kenya, Seychelles, Somalia, Sudan, Tanzania, Uganda and Yemen and as “areas of interest” the Comoros, Mauritius and Madagascar.

That is, much of the western shores of the Arabian Sea and the Indian Ocean, among the most geostrategically important parts of the world. [3] U.S. troops, aerial drones, warships, planes and helicopters are active throughout that vast tract of land and water.

With senator and once almost vice president Joseph Lieberman’s threat on December 27 that “Yemen will be tomorrow’s war” [4] and former Southern Command chief and NATO Supreme Allied Commander Europe Wesley Clark’s two days later that “Maybe we need to put some boots on the ground there,” [5] it is evident that America’s new war for the new year has already been identified. In fact in mid-December U.S. warplanes participated in the bombing of a village in northern Yemen that cost the lives of 120 civilians as well as wounding 44 more [6] and a week later “A US fighter jet…carried out multiple airstrikes on the home of a senior official in Yemen’s northern rugged province of Sa’ada….” [7]

The pretext for undertaking a war in Yemen in earnest is currently the serio-comic “attempted terrorist attack” by a young Nigerian national on a passenger airliner outside of Detroit on Christmas Day. The deadly U.S. bombing of the Yemeni village mentioned above occurred ten days earlier and moreover was in the north of the nation, although Washington claims al-Qaeda cells are operating in the other end of the country. Flight 253 Bomb Plot “Oddities” Begin To Unravel As False Flag Event

In 2008, the ACLU estimated the US ‘No Fly List‘ to have grown to over 1,000,000 names — heck, even Cat Stevens and the late Senator Ted Kennedy were on it — and it continues to expand. But, suspected terrorist Abdul Farouk Abdulmutallab, who was curiously able to obtain military-grade high explosives –80 grams of PETN (Gee, where’d he get that?) — managed to escape airport security and detonate his underwear bomb!

In April 2009, American authorities reportedly refused an Air France flight from Paris to Mexico entry into US airspace because a left-wing journalist writing a book on the CIA was on board. Hernando Calvo Ospina, who works for Le Monde Diplomatique and has written on revolutionary movements in Cuba and Colombia, figured on the US authorities’ ‘no-fly list.’ Air France said the April 18 flight was forced to divert to the French Caribbean island of Martinique before continuing its journey (telegraph.co.uk).

Got it? Write a book critical of the CIA — you cannot fly. Carry explosives (allegedly from Yemen) on board when the US is trolling for an excuse to invade and occupy Yemen for its oil — yes you can! The US needs false flags to provide cover for illegal invasions and occupations. The 9/11 terrorist attacks (aka inside job, six ways to Sunday) worked well for the US government; the security-industrial complex made billions and US corporaterrorists were able to negotiate the wholesale theft of Iraq’s oil.

According to CNN, the terror suspect’s father tried to warn authorities. CNN reported: The father of a man suspected in a botched terror attack aboard a Northwest Airlines flight contacted the U.S. Embassy in Nigeria recently with concerns his son was planning something, a senior U.S. administration official said Saturday. The father — identified by a family source as Umaru Abdul Mutallab — contacted the U.S. Embassy “a few weeks ago” saying his son, Umar Farouk Abdulmutallab, had “become radicalized,” the senior administration official, who is familiar with the case, told CNN.

And yet, Abdulmutallab was not obliged to undergo any additional airport screening layers, prior to boarding for the last leg of his journey to Detroit.

Also, lest we forget: Three key provisions of the Patriot Act are scheduled to expire 31 December 2009. Hmm. I wonder if post-Abdulmutallab they will get renewed?

Abdulmutallab was thwarted by a quote, unquote vacationing movie producer, Jasper Schuringa, who, within seconds, asserted that he not only tackled the suspect and put him in a headlock but also tried ‘to search his body for any explosives’ (CNN). Unless one was a bona-fide law enforcement professional or a military agent, who on earth would think of searching a man who had just set himself on fire, in a matter of seconds, for more explosives?

The goal is Yemeni oil. Hence the reason for the destabilization and the purported need for the US to stop al-Qaeda (literally, ‘the database’). The Yemeni national security chief has declared that the country is receiving assistance from the US in the crackdown on what he called ‘al-Qaeda operatives’ in southern Yemen (Press TV). Translation: US corporaterrorists want Yemen’s oil and they want it NOW.

Flight 253 passenger: Sharp-dressed man aided terror suspect Abdul Mutallab onto plane without passport 27 Dec 2009 A Michigan man who was aboard Northwest Airlines Flight 253 says he witnessed Umar Farouk Abdul Mutallab trying to board the plane in Amsterdam without a passport. Kurt Haskell and his wife, Lori, of Newport, Mich., were returning from a safari in Uganda when they boarded the NWA flight on Friday. Haskell said he and his wife [attorneys with Haskell Law Firm in Taylor] were sitting on the ground near their boarding gate in Amsterdam, which is when they saw Mutallab approach the gate with an unidentified man. While Mutallab was poorly dressed, his friend was dressed in an expensive suit, Haskell said. He says the suited man asked ticket agents whether Mutallab could board without a passport. “The guy said, ‘He’s from Sudan and we do this all the time.’” Mutallab is Nigerian. Haskell believes the man may have been trying to garner sympathy for Mutallab’s lack of documents by portraying him as a Sudanese refugee.

Father of terror suspect reported Mutallab to US Embassy 6 months ago 27 Dec 2009 The father of the al Qaeda terrorist behind Friday’s attempted explosion aboard a Northwest flight bound for Detroit reported his son’s fanatical religious views to the U.S. Embassy six months ago, according to a Nigerian news outlet. The young man, Umar Farouk Abdul Mutallab, is the son of Alhaji Umaru Mutallab, a former Nigerian minister and bank chairman. He became wary of his son’s religious beliefs and reported his activities to the U.S. Embassy as well as Nigerian security services half a year ago, according to the Nigerian newspaper This Day.

US sources confirm a file was opened, but say the information did not warrant placing the accused on a “no-fly” list.

Airline bomber was barred from Britain –Man who allegedly attempted to blow up US jet had UK visa request refused in May 27 Dec 2009 The son of a prominent Nigerian banker, who allegedly attempted to blow up a transatlantic flight over America, was barred from returning to Britain earlier this year. Umar Farouk Abdulmutallab, 23, graduated from a university in London last year but his visa request was refused in May when he attempted to apply for a new course at a bogus college. Abdulmutallab, described as a devout Muslim, attempted to ignite an explosive device on a plane from Amsterdam to Detroit on Christmas Day after shouting about Afghanistan.

Unclear If Suspect’s Name Was On Terrorist Identities Datamart Environment List –The list, maintained by United States National Counterterrorism Center, includes about 550,000 names 27 Dec 2009 The Nigerian man accused of trying to ignite an incendiary device aboard a trans-Atlantic jetliner on Friday came to the attention of American officials at least “several weeks ago,” but the initial information was not specific enough to raise alarms that he could potentially carry out a terrorist attack, a senior Obama administration official said on Saturday… It was unclear whether Mr. Abdulmutallab’s name was entered into the Terrorist Identities Datamart Environment list, which includes people with known or suspected contact or ties to a terrorist or terrorist organization. Those people, however, are not necessarily placed on the federal government’s so-called no-fly list, which prohibits persons entering the United States because of known or suspected [or imagined] terrorists links. Mr. Abdulmutallab was not on that list, federal officials say.

‘I was trying to search his body for any explosives.‘ Passenger says he helped thwart terror attack 27 Dec 2009 Passenger Jasper Schuringa told CNN that with the aid of the cabin crew, he helped subdue and isolate Umar Farouk Abdulmutallab, who was charged Saturday with trying to destroy a plane. Schuringa of Amsterdam, Netherlands, said he was traveling to Florida to visit friends. The journey aboard Northwest Airlines Flight 253 had been mundane, he said. But as the plane neared its destination of Detroit, Michigan, he heard a pop that sounded like a firecracker going off, and someone started yelling: “Fire! Fire!” Then, there was smoke. “Around 30 seconds later the smoke started to fill up on the left side beneath this person,” he said. That’s when Schuringa said he knew something was wrong. “I basically reacted directly. I didn’t think. When you hear a pop on the plane you’re awake, trust me,” Schuringa said. When he noticed that Abdulmutallab was not moving, he grew suspicious. “I was on the right side of the plane and the suspect was on the left side, there were quite some seats in between.” He jumped over the passenger next to him and lunged over Abdulmutallab’s seat, “Because I was thinking he’s trying to blow up the plane, and I was trying to search his body for any explosives.”

Airports intensify security measures worldwide in wake of failed bomb attack aboard U.S.-bound jetliner –Terror suspect charged in jetliner bomb plot 26 Dec 2009 Federal authorities have charged Abdul Farouk Abdulmutallab, of Nigeria, with attempting to destroy Northwest flight 253 with a “destructive device” as it descended into Detroit on Christmas Day. In a case of attempted terrorism that has sparked a worldwide intensification of security at airports, U.S. officials said Saturday afternoon that a preliminary FBI analysis found a bomb-making chemical called PETN in the device Abdulmutallab tried to detonate. The affidavit, filed in the Eastern District of Michigan, also said FBI agents discovered the remnant of a syringe near the suspect’s seat, part of what the agents believe was part of the explosive device.

There were no reports on possible casualties in the attacks.

Yemen confirms receiving US military support 27 Dec 2009 The Yemeni national security chief has declared that the country is receiving assistance from the US in the crackdown on what he called ‘al-Qaeda operatives’ in southern Yemen. Mohamed al-Anisi has told the Saudi Arabian newspaper Okaz that Yemeni forces were cooperating with the US military on attacks against al-Qaeda camps, DPA reported on Saturday. Yemen’s confirmation comes as an ABC report revealed that US President Barack Obama had signed the order for a recent military strike on Yemen in which scores of civilians, including children, were killed.

In-Flight Bathroom Visits Now Considered Potential Act Of Terrorism!

As a result of the highly suspicious incident on Christmas Day where a Nigerian man on a terror watchlist with no passport and explosive materials was allowed to board Delta Flight 253, suffocating security paranoia has been implemented to the point where bathroom visits are now considered potential terrorism.

Another Nigerian man who became ill and was forced to spend a considerable amount of time in the toilet became the focal point of another terror scare yesterday after pilots aboard Delta 253, the same plane involved in last week’s incident, requested emergency assistance upon landing.

The Joint Terrorism Task Force and Homeland Security descended to investigate the crisis and President Obama was even informed of the deadly security threat prompted by the man taking a dump. After hours of media frothing about a second terrorist incident, the truth finally emerged.

“A passenger on today’s Northwest flight 253 from Amsterdam to Detroit spent an unusually long time in the aircraft lavatory,” Homeland Security press secretary Sara Kuban said in a statement.

“The passenger in question, a Nigerian national, was removed from the flight and interviewed by the F.B.I.; indications at this time are that the individual’s behavior is due to legitimate illness, and no other suspicious behavior or materials have been found.”

And yet this farce represents merely the tip of the iceberg in terms of the intensified harassment and lunacy now being witnessed in airports across the world all in the name of preventing a threat that is in reality less deadly than lightening strikes and peanut allergies, both of which have killed more Americans over the past few decades than terrorism.

If you thought that mothers having to taste their own breast milk and naked body scans was a little over the top, it’s only going to get worse as a result of an incident that has all the hallmarks of a staged event. Body searches, baggage searches and vehicle searches even outside of the airport are now taking place with a wanton disregard for the 4th amendment.

Authorities are too busy shaking down Grandma to really care about how a man who was known to be a security threat, was on a terror watchlist, had no passport and had explosive materials embedded in his clothing was allowed to board a plane, aided by a sharp-dressed man who lied about his circumstances.

Once again, Americans who will willfully endure whatever humiliation they are ordered to undergo are being trained to obey the most ridiculous rules in the airport so that similar measures can eventually become a normal routine on the streets, in shopping malls and any other places of public gathering.

This is all being metered out in the name of protecting the sheeple from a terrorist threat that the government, through its own deliberate actions, manufactured alerts and intelligence failures, has sought to proliferate at every turn.

A hearing in Sen. Claire McCaskill’s Contract Oversight subcommittee on contracting in Afghanistan has highlighted some important statistics that provide a window into the extent to which the Obama administration has picked up the Bush-era war privatization baton and sprinted with it. Overall, contractors now comprise a whopping 69% of the Department of Defense’s total workforce, “the highest ratio of contractors to military personnel in US history.” That’s not in one war zone—that’s the Pentagon in its entirety.

In Afghanistan, the Obama administration blows the Bush administration out of the privatized water. According to a memo [PDF] released by McCaskill’s staff, “From June 2009 to September 2009, there was a 40% increase in Defense Department contractors in Afghanistan.  During the same period, the number of armed private security contractors working for the Defense Department in Afghanistan doubled, increasing from approximately 5,000 to more than 10,000.”

At present, there are 104,000 Department of Defense contractors in Afghanistan. According to a report this week from the Congressional Research Service, as a result of the coming surge of 30,000 troops in Afghanistan, there may be up to 56,000 additional contractors deployed. But here is another group of contractors that often goes unmentioned: 3,600 State Department contractors and 14,000 USAID contractors. That means that the current total US force in Afghanistan is approximately 189,000 personnel (68,000 US troops and 121,000 contractors). And remember, that’s right now. And that, according to McCaskill, is a conservative estimate. A year from now, we will likely see more than 220,000 US-funded personnel on the ground in Afghanistan.

The US has spent more than $23 billion on contracts in Afghanistan since 2002. By next year, the number of contractors will have doubled since 2008 when taxpayers funded over $8 billion in Afghanistan-related contracts.

Despite the massive number of contracts and contractors in Afghanistan, oversight is utterly lacking. “The increase in Afghanistan contracts has not seen a corresponding increase in contract management and oversight,” according to McCaskill’s briefing paper. “In May 2009, DCMA [Defense Contract Management Agency] Director Charlie Williams told the Commission on Wartime Contracting that as many as 362 positions for Contracting Officer’s Representatives (CORs) in Afghanistan were currently vacant.”

A former USAID official, Michael Walsh, the former director of USAID’s Office of Acquisition and Assistance and Chief Acquisition Officer, told the Commission that many USAID staff are “administering huge awards with limited knowledge of or experience with the rules and regulations.” According to one USAID official, the agency is “sending too much money, too fast with too few people looking over how it is spent.” As a result, the agency does not “know … where the money is going.”

The Obama administration is continuing the Bush-era policy of hiring contractors to oversee contractors. According to the McCaskill memo:

In Afghanistan, USAID is relying on contractors to provide oversight of its large reconstruction and development projects.  According to information provided to the Subcommittee, International Relief and Development (IRD) was awarded a five-year contract in 2006 to oversee the $1.4 billion infrastructure contract awarded to a joint venture of the Louis Berger Group and Black and Veatch Special Projects.  USAID has also awarded a contract Checci and Company to provide support for contracts in Afghanistan.

The private security industry and the US government have pointed to the Synchronized Predeployment and Operational Tracker(SPOT) as evidence of greater government oversight of contractor activities. But McCaskill’s subcommittee found that system utterly lacking, stating: “The Subcommittee obtained current SPOT data showing that there are currently 1,123 State Department contractors and no USAID contractors working in Afghanistan.” Remember, there are officially 14,000 USAID contractors and the official monitoring and tracking system found none of these people and less than half of the State Department contractors.

As for waste and abuse, the subcommittee says that the Defense Contract Audit Agency identified more than $950 million in questioned and unsupported costs submitted by Defense Department contracts for work in Afghanistan. That’s 16% of the total contract dollars reviewed.

America Responsible For Dramatic Expansion Of Afghan Opium Trade

As United States President Barack Obama and his advisors debated future troop levels for Afghanistan – which resulted in the decision to send an additional 30,000 troops – a new report by the United Nations Office on Drugs and Crime (UNODC) muddied the water on one of the most important issues in the debate – the effects of Afghanistan’s drug production.

The report, entitled “Addiction, Crime, and Insurgency: The Transnational Threat of Afghan Opium”, gives the false impression that the Taliban are the main culprits behind Afghanistan’s skyrocketing drug production. It also implies that drugs are the main reason why the Taliban are gaining in strength, absolving the United States and North Atlantic Treaty Organization (NATO) of their own responsibility in fomenting the insurgency. In fact, the United States and its Afghan allies bear a large share of responsibility for the drug industry’s dramatic expansion since the invasion. Buried deep in the report, its authors admit that reduced levels of drug production would have little effect on the insurgency’s vigor.

The following annotation rebuffs some of the report’s main assertions, puts in perspective the Taliban’s role in the opium economy and highlights US/NATO responsibility for its expansion and potential reduction:

Obama Declares “War” On Pakistan During Recent West Point Speech

Obama’s West Point speech of December 1 represents far more than the obvious brutal escalation in Afghanistan — it is nothing less than a declaration of all-out war by the United States against Pakistan. This is a brand-new war, a much wider war now targeting Pakistan, a country of 160 million people armed with nuclear weapons. In the process, Afghanistan is scheduled to be broken up. This is no longer the Bush Cheney Afghan war we have known in the past. This is something immensely bigger: the attempt to destroy the Pakistani central government in Islamabad and to sink that country into a chaos of civil war, Balkanization, subdivision and general mayhem. The chosen strategy is to massively export the Afghan civil war into Pakistan and beyond, fracturing Pakistan along ethnic lines. It is an oblique war using fourth-generation or guerrilla warfare techniques to assail a country which the United States and its associates in aggression are far too weak to attack directly. In this war, the Taliban are employed as US proxies. This aggression against Pakistan is Obama’s attempt to wage the Great Game against the hub of Central Asia and Eurasia or more generally.

US DETERRED FROM OPEN WAR BY PAKISTAN’S NUKES

The ongoing civil war in Afghanistan is merely a pretext, a cover story designed to provide the United States with a springboard for a geopolitical destabilization campaign in the entire region which cannot be publicly avowed. In the blunt cynical world of imperialist aggression à la Bush and Cheney, a pretext might have been manufactured to attack Pakistan directly. But Pakistan is far too large and the United States is far too weak and too bankrupt for such an undertaking. In addition, Pakistan is a nuclear power, possessing atomic bombs and medium range missiles needed to deliver them. What we are seeing is a novel case of nuclear deterrence in action. The US cannot send an invasion fleet or set up airbases nearby because Pakistani nuclear weapons might destroy them. To this extent, the efforts of Ali Bhutto and A.Q. Khan to provide Pakistan a deterrent capability have been vindicated. But the US answer is to find ways to attack Pakistan below the nuclear threshold, and even below the conventional threshold. This is where the tactic of exporting the Afghan civil war to Pakistan comes in.

The architect of the new Pakistani civil war is US Special Forces General Stanley McChrystal, who organized the infamous network of US torture chambers in Iraq. McChrystal’s specific credential for the Pakistani civil war is his role in unleashing the Iraqi civil war of Sunnis versus Shiites by creating “al Qaeda in Iraq” under the infamous and now departed double agent Zarkawi…
